O'Toole was born in Dublin, Ireland in 1904 and came to The United States in the 1920's studying with Hans Hoffman in New York and Stanley Hayter in Paris. He was founder of the Art Department of Wilkes College, Wilkes-Barre, Pennsylvania. He also was elected as an Associate of the National Academy of Design in 1944.
